HUMAN RESOURCES UNIT:


The core function of this unit is drive the growth and development of human resources by identifying, planning and monitoring individual performance towards meeting the current and future needs of the Department. This unit also plays a role in supporting a conducive work environment through effective work relations and the implementation of efficient human resource policies. This role encompasses various key responsibilities, which include:


  • Planning and management of capacity building applications for TDD officers and staff including Long Term Training (LDP) & Short Term Training (HRD);

  • Performance Appraisals management of TDD officers and staff;

  • Manage and process the filling of vacancies and job applications for officers and staff through PSC Recruitment 2.0 (PSC 2.0) ;

  • Providing nominations and citations for TDD officer and staff that are rightly eligible to be awarded Bintang-Bintang Kebesaran dan Pingat-Pingat Kehormatan Negara Brunei Darussalam;

  • Provide nominations and citations for Public Service Awards, supporting documents for promotions and nominations for trainings (e.g. the Executive Development Program) for TDD officers and staff;

  • Plan and implement talent management and succession for high performing and potential officers;

  • Support a conducive work environment by handling employee relations and human resource grievances while ensuring compliance with human resource regulations and policies to maintain a positive work environment; and 

  • Coordinating with educational institutions for student placement / internship applications at the Tourism Development Department.

FINANCE UNIT:


The core function of this unit is to monitor and coordinate financial matters relating to the department’s expenditure, revenue and emoluments including allowances of officers and staff. This role encompasses various key responsibilities, which include:


  • Coordinating and preparing annual Budget and Allocation of Expenditure.

  • Monitor the Department's expenditure in line with the allocation allowed in each financial year;

  • Process salary payments and allowances for TDD officers and staff;

  • Process payments for each Department's expenses;

  • Collecting and managing the collection of TDD revenue;

  • Controlling and managing the use of petty cash;

  • Controlling and ensuring the management of Wang Pendahuluan is in order and complies with the latest Financial Regulations;

  • As a secretariat in the departments’ JKSH; and

  • Improving and/or renewing the Department's financial processes from time to time to ensure the implementation of the Financial Regulations that are currently in force.


ADMINISTRATION AND PUBLIC RELATIONS UNIT:


The core function of this unit is to provide administrative and logistic support to the department to ensure efficient operations. This role encompasses various key responsibilities, which include:


  • Manage and update Human Resource System (SSM) data;

  • Process applications for salary increments, leave applications, permission to leave the country applications and allowances;

  • Responsible in the filing system, opening files for new matters and closing files upon instructions and if deemed necessary;

  • Manage the delivery and receipt of Department correspondence;

  • Be the focal point for coordinating information to relevant agencies such as the Management and Finance Division (MPRT), SPA, JPA, MSD, MOFE and so on;

  • Coordinating and managing activities or events organized by the Ministry of Primary Resources and Tourism under the management of the Tourism Development Department;

    • Facilitate media pass accreditation applications of the Key Opinion Leaders (KOLs) and media for familiarization trips / media coverage;

    • Doing media coverage for any of the department’s events and activities; and 

  • Improve the quality of internal organizational management and/or renew the department's administrative processes from time to time in ensuring the implementation of the Public Service Regulations that are currently in force.


INFRASTRUCTURE AND ASSET MANAGEMENT UNIT:


The core function of this unit is to coordinate and monitor the implementation of RKN projects and to manage and optimise assets under the Department in supporting the growth of the tourism industry. This role encompasses various key responsibilities, which include:


Infrastructure 

  • Focal point in the coordination and preparation of applications for RKN projects;

  • Collaborate with relevant agencies in ensuring projects are implemented within projected timeline, budget and expected quality;

  • Prepare and manage RKN allocation aligned with current and proposed projects.


Asset Management 

  • Monitor the condition of government assets and public facilities owned by the Department and ensure that they are always in a clean, safe and orderly condition;

  • Develop plans for ongoing maintenance of current and upcoming assets from RKN projects;

  • Carry out continuous inspection and maintenance on government assets and public facilities owned by the Department in collaboration with the relevant agencies;

  • Process applications for the use of government assets and public facilities owned by the Department; 

  • Process the application and purchase of furniture/appliances for the use of the Department;

  • Controlling and maintaining the safety of store items and ensuring that the manner and place of storage is orderly, neat and tidy according to the type of store items;

  • Controlling and recording the receipt and issue of store items in the Department's custody;

  • Carry out stock checks continuously and notify and process purchase requests if necessary;

  • Manage and conduct write-offs.
